As the future of the Affordable Care Act hangs in the balance in Washington, RAM President Dr. Harry Bear offers some timely thoughts about what he calls “the apparent confusion that clouds what is meant by ‘access to health care.’ None of this is really about access to health care; it is about the availability and cost of health care insurance and what it will cover.”
